The Ohio KePRO Board of Directors guides our overall direction and philosophy. Our
carefully chosen members share a common goal of improving healthcare in Ohio for
Medicare beneficiaries and protecting the Medicare trust fund.
Jon Wills – Chairman of the Board
Mr. Wills is Executive Director of the Ohio Osteopathic Association, where he has been
a member of the staff since 1975. He also serves as President of the Ohio Osteopathic Foundation,
Executive Director of the Ohio Osteopathic Hospital Association, and Executive Director of the
Ohio State Society of the American College of Osteopathic Family Physicians. Nationally, he
is a past President of the Association of Osteopathic State Executive Directors and the
National Association of Osteopathic Foundations. He has also served on numerous committees
and task forces of the American Osteopathic Association. In Ohio he represents the osteopathic
profession before numerous state boards and commissions. He has served as a member and chair
of the Ohio University College of Osteopathic Medicine Advisory Committee, the Ohio Tobacco
Control Resource Group, and the State Planning Committee for Health Education in Ohio. He
recently chaired the Ohio Department of Health’s Rheumatic Diseases Coalition, was a charter
member of the Health Department’s Preventive and Health Services Block Grant Advisory Committees
from 1981 through 2002 and a member of advisory Board of the Health Policy Institute of Ohio.
Donald E. Harrop, MD - Ex Officio
Donald Harrop, MD is the President and Founding Director of KePRO. Since 1985, he has overseen the expansion of
the company's business lines, including the acquisition of HealthQuest in 1997. He is a vocal advocate of improving the overall
quality of healthcare, and is active in many medical affairs initiatives. Dr. Harrop
is a past president of the Pennsylvania Medical Society, and past speaker of the Society's
House of Delegates. He is an Honorary Life Member and past president of the Pennsylvania
State Coroners Association, a member and past president of the International Association
of Coroners and Medical Examiners, and a member of the American Society of Law and Medicine,
to name a few of his affiliations.
Barbara Belovich - Executive Director of Health Action Council
Ms. Belovich assumed her current position as Executive Director of Health Action
Council Ohio on July 1, 2003. She has almost 30 years in the employee benefits field.
Before joining Health Action Council Ohio, Barb worked in consulting. She spent
15 years with Mercer HR Consulting in Cleveland and Chicago, working for many private
and public sector clients in the Midwest, including the State of Ohio, Sears, Parker
Hannefin, TRW, Lubrizol, Sherwin Williams, American Greetings and Diebold. Before
consulting, Barb worked in human resources at the Quaker Oats Company and Ferro
Corporation.
Ann Clinger - Medicare Beneficiary Representative
Ms. Clinger is former Deputy Executive Director of the Academy of Medicine of Columbus & Franklin County,
with a broad range of responsibilities including legislation, health planning, gerontology, physician effectiveness,
educational foundation, and liaison to the Academy auxiliary. She has served as Administrative Assistant to the Director
of the Ohio State Medical Association’s legislative department, and as librarian for two Columbus law firms. Now semi-retired,
Ms. Clinger continues to work part-time as Medical Secretary at a Columbus-based group practice.
Joe Dougher, MBA - Treasurer of the Board and Chief Executive Officer of KePRO
Joe Dougher is the Chief Executive Officer of KePRO’s entire family of companies,
including its commercial business, HealthQuest. As CEO, he directs and manages the
organization to ensure the ongoing corporate viability, operational efficiency,
customer satisfaction of high quality services, and profitable results. Mr. Dougher
has been with KePRO for 14 years.
Teresa Koenig, MD – Sr. Vice President & Chief Medical Officer of SummaCare
Dr. Koenig is responsible for all medical aspects of the operations, contracting,
and clinical policy development. She provides medical input to the Board of Directors
and the Executive Committee. A native of Ohio, Dr. Koenig received her Doctor of
Medicine degree from Ohio State University College of Medicine and an MBA in Health
Care at the joint Baldwin Wallace/NEOUCOM program. Dr. Koenig is board certified
in internal medicine with added qualifications in geriatric medicine. She is also
a fellow of the American College of Physicians, with advanced standing status in
the American College of Physician Executives, and is a diplomat of the American
Board of Quality Assurance and Utilization Review Physicians.
Peter Lund, MD – Secretary
Dr. Lund is the current President of the Pennsylvania Medical Society, having served
as a member for nearly 20 years. He is a past President of the Erie County Medical
Society as well as the Northwest Pennsylvania Chapter of the American College of
Surgeons. He is a delegate from Pennsylvania to the American Medical Association,
a member of the American Urological Association, and a member of the AUA’s Imaging
Task Force. Dr. Lund is a board-certified urologist practicing in Erie, Pennsylvania,
where he has served on several St. Vincent Health Center committees including Credentials,
Infectious Disease, and Operating Room. He has also served as chairman of the Department
of Urology, president of the Medical Staff, and member of the Board of Trustees.
He currently serves as Saint Vincent’s perioperative director.
Jeffrey Lycan - President and CEO Ohio Hospice & Palliative Care Organization
Mr. Lycan has been with the Ohio Hospice & Palliative Care Organization (OHPCO)
organization since 1998. He participates and provides leadership to the board in
planning and implementing organizational goals and objectives. He also administrates
and directs programs of OHPCO and its activities as formulated by the President
and the Board. Furthermore, he also monitors legislative information and maintains
liaisons with any health and professional organizations interacting with OHPCO and/or
affecting hospice care in Ohio.
Peter Van Runkle – Executive Director of the Ohio Health Care Association
Mr. Van Runkle’s current position is as the Executive Director for the Ohio Health
Care Association (OHCA), the Ohio affiliate of the American Health Care Association
since November 1999. OHCA is Ohio’s largest statewide trade association representing
nonprofit and for profit skilled nursing facilities, assisted living communities,
and providers of services for people with developmental disabilities. Mr. Van Runkle
is the chief staff executive with the association responsible for overseeing all
programs, with particular concentration in Government Affairs. He also participates
in numerous state government committees and workgroups relating to long term care
and serves on the Executive Committee of the National Organization of State Health
Care Association Executives.
